As we know that Institution of Engineers( India) is one of the big organisation in the world. Institution of Engineers having bilateral agreement with other international bodies.
The International Engineering Alliance (IEA), composed of six international agreements governing mutual recognition of engineering qualifications and professional competence, namely, the Washington Accord, the Sydney Accord, and the Dublin Accord - which deal with the tertiary qualifications in engineering, and the APEC Engineer, the Engineers Mobility Forum, and the Engineering Technologist Mobility Forum - which deal with the competence standards for practicing engineers, just had its biennial meetings, hosted by the Chinese Institute of Engineers (CIE) and the Institute of Engineering Education Taiwan (IEET) and held at Hotel Howard Plaza, Taipei, Taiwan Republic of China), during 13 - 17 June 2011.

The Opening Ceremony of the event was held on 13 June 2011 at 0900 hrs. Mr John H Lin, President, Chinese Institute of Engineers (CIE) and also Vice Chair, CTCI Corporation, Taipei along with Dr Yeong-Bin Yang, President, Institute of Engineering Education Taiwan (IEET) and also President, National Yunlin University of Science and Technology, Taiwan, welcomed the participants of the meetings.
Nearly 130 delegates from 24 countries attended the event, which was graced by Mr Vincent C Siew, Vice President of Taiwan (RoC). The IEA Plenary Session was held at 1000 hrs on the same day. After a welcome note presented by the hosts, Dr Winfred M Phillips, Chair, IEA Governing Group, formally declared the Session open. The items deliberated were : Approval of the Plenary Session Agenda; Ratification of the Minutes of Plenary Session, Kyoto 2009; Outline of the Week's Activities by Ms Margaret Dawson, Manager, IEA Secretariat with The Institution of Professional Engineers, New Zealand (IPENZ); Actions from the IEA Mid-Term Meetings, Ottawa 2010 -- Update on the Developments of the FAQs Page of the IEA Website, IEA Reviewer Portal, and Selection of the IEA Meetings Host Jurisdictions (2012 IEA Mid-Term Meeting to be held in Sydney, Australia and 2013 IEA Meetings to be held in Seoul, Korea); the IEA Governing Group Chair's Report on the Performance of the Secretariat (sincere efforts of Ms Margaret Dawson and Ms Rachel Kenny of the IEA Secretariat were lauded); Secretariat Fees Proposal (to be adjusted accordingly due to increase in membership) and Extension of Secretariat Contract until 2013; and the Announcement of Closing for IEA Office-Holders nominations. Under Any Other Business, a presentation was made on next IEA Meetings to be hosted in 2013 by Korean Professional Engineers Association (KPEA) in Seoul, Korea.

Ir Dr Alex S K Chan, Chair, Sydney Accord and also Past President, Hong Kong Institution of Engineers (HKIE), chaired the meeting. After a welcome address followed by introduction of members present, Dr Chan took up the Agenda for discussion, which included : Approval of the Agenda; Ratification of the Minutes of the Education and Mobility Forum meeting, Kyoto2009; Ratification of the Minutes of the Education and Mobility Forum meeting, Ottawa 2010; Presentations by six Observers -- Dr Jim Birch representing European Federation of National Engineering Associations (FEANI), Dr Iring Wasser representing European and Global Engineering Education (EUGENE) as well as European Network for Accreditation of Engineering Education (ENAEE), Dr Andrew Cleland representing World Federation of Engineering Organizations (WFEO), Dr Joe Turner representing Seoul Accord, Dr Fernando Ocampo Canabal representing Council of Accreditation for Engineering Education (CACEI), Mexico and Prof Matar Al-Mutairi representing Kuwait Society of Engineers (KSE); Presentation on IEA Policy for Undertaking Work in Countries of Risk by Mr Basil Wakelin, Chair, Engineers Mobility Forum; Presentation from Engineers Australia on 'Nuclear Power Engineering - Engineering Education and Standards' by Dr Robin King, Deputy Chair, Sydney Accord; and IEA Review Cycle for 2010 - 2016.

During the discussion on the proposed draft of the Mobility Agreements Rules and Procedures, a cover note from working party highlighting discussion points and clean version as well as tracked changes version of the proposed draft of the Mobility Agreements Rules and Procedures were discussed. The issue of equivalence of standards intended that all those who are on the IntPE Register meet the minimum EMF requirements. The Chair of the working party recommended that the standards remain as stated in the Agreements so that the essence of the Agreements is that national registration systems are comparable and that only the selected sub-sections of the national registers are regarded as substandards equivalent to the Agreements benchmark standards. Further to the IEI's comments on the proposed draft, which were placed at the meeting and were well taken, the Secretary and Director General of IEI, reiterated that the proposed draft was aiming at improving the effectiveness and update of the Competence Benchmark Standards and having looked at the Bye-Laws and Regulations of The Institution of Engineers (India), IEI is of the view that the standards remain as stated in the Agreements and any kind of ad hoc-ism must be avoided. It was decided that the matter be further referred to the working party and the 'General Requirements' underClause 2.2 and 2.3 should not ever come up for change. A paper from Engineers Australia on 'APEC Engineers in the Competence Recognition Agreements' was also discussed at the meeting. The Engineers Mobility Forum General (Open) meeting was held on 16 June 2011 at 0830 hrs. Mr Basil Wakelin, Chair, EMF, chaired the meeting. Mr Nam Ho, Deputy Chair, EMF, was also present. After a welcome address followed by introduction of members present, Mr Wakelin declared the meeting open. The items deliberated were : Approval of the Agenda; Ratification of the Minutes of the EMF meeting, Kyoto 2009; Ratification of the Minutes of the EMF meeting, Ottawa 2010; Consideration and Adoption of the proposed new Mobility Constitution; Application for Provisional Membership of the EMF from Pakistan – represented by Pakistan Engineering Council along with Documentation from 2010 Application, Assessment Statement 2011, 2011 Supplementary Documentation, and a support letter from The Institution of Engineers, Singapore (approved); Consideration of revised assessment statements from United States and Chinese Taipei (approved); Consideration of review report findings -- Australia : Combined EMF/APEC review (approved for a term of six years), United Kingdom : EMF review (approved for a term of six years), Korea : Combined EMF/APEC review (approved for a term of six years), and follow up from the 2008 APEC/EMF review of Malaysia; Application for full membership of EMF from Bangladesh - represented by Bangladesh Professional Engineers Registration Board along with Updated Assessment Statement, MS Power Point Presentation and the Mentoring report from IPEJ (not approved, provisional status continues); Ratification of the programme of reviews 2012-2018; and the appointment of the Chair and the Deputy Chair of the EMF and the International Register Coordinating Committee. The Closing Session of the IEA Governing Group was held on 17 June 2011 at 1430 hrs. Dr Winfred M Phillips, Chair, IEA Governing Group, chaired the Session. Dring the Session, a presentation was made by Engineers Australia on the IEA Mid-Term Meetings to be held at Sydney, Australia in the year 2012. Deliberations were also had on the discussion paper on 'Future Vision for the IEA' wherein it was decided that a substantial analysis shall be done and a proposal prepared for discussion at Sydney in 2012.
The IEA Governing Group also decided to extend recognition to outstanding personalities in the form of a certificate. Three outstanding personalities, namely, Ir Dr Alex S K Chan, Chair, Sydney Accord, Ir Dr Sew Sew Gue, Deputy Chair, Sydney Accord, and Dr Winfred M Phillips, Chair, IEA Governing Group, were identified for this recognition.
