In change of identity card form, two fees are mentioned: Rs. 150/- and Rs. 130/-. What does it mean?

Rs. 150/-: You should send Rs. 150/- DD to IEI. They will send you blank id card.

Rs. 130/-: You have to purchase a duplicate identity card from your local centre and send it to IEI, Kolkata completed in all respects with your original id card.
